Neji was apparently better than Lee, but theoretically Lee should be able to blitz him no problem. So that already throws all of their hypes into question.

Hardly. Naruto yelled and haku lost. He also summoned a giant toad as a genin, yet struggled in the sasuke retrieval arc, when he could've just stepped on the sound four. Most adult characters were drastically different in power, and itachi was better than Jesus, as he had the highest level of... everything. Also, naruto and sasuke were broken at vote, compared to everyone else.

Naruto could barely summon the Chief Toad, lol. Only when he was in serious danger could he do it, and sometimes he still failed at it. Which is why he barely did it, waste of time. Naruto couldn't access the One-Tails cloak form on his own back then.

Itachi was drained after performing Tsukuyomi and Amaterasu as compared to Shippuden.

Adults were exactly what they should have been, stronger than the kids.

Sharingan Genjutsu wasn't really a thing back then, not even complete Sharingan Sasuke was in a level of his own. Even then, Sasuke limit to Chidori was probably 3. 4 at best.
