What are you talking about? Both Naruto and Sasuke are too strong for anybody, Sasuke was a planned attack and shin just wanted to gauge his strength and sasuke didn't even use his sharnningan and shin already called him "strong....very strong" where it took Naruto RSM before it could be established that he was too much for Shin. And Naruto was not a planned attack, they didn't expect to run into Naruto as they were after Sarada. Noone is taking on Sasuke or Naruto even on a bad day. It's not Sasuke's fault that the akatsuki don't want Naruto but they want Sasuke to summon the maxou and they can't even attack sasuke directly as they needed to get Sarada to get the sasuke. Because with Narito's power they can't summon the gedo maxou, with sasuke's power they can. Tell me more about this person who can currently summon the mazou besides Sasuke. I thought so. And Kaguya was a bonafide Goddess, are you saying that Shin and hooded man compare to Kaguya ? And kaguya needed to split Naruto and sasuke apart, if sasuke was fodder she'd leave Naruto in the ice dimension to go to the desert dimension to kill sasuke with but she decided to pluck Naruto first before sasuke save the best for last . You destroy the weakest first then work your way to the strongest because it saves effort. So idk what you mean about "fodder" because why would anyone bother with someone if they're fodder ? The hawk was just a messenger so he could alert Naruto, what sane man would do this alone? Sasuke could destroy them by himself but it's easier to get Naruto involved for there to be a quicker way to demolish them.
