Let's just say he's the worst thing that has happened to this series (Including Denki) after Black jetsu stab Madara....He is the most vanilla dude I have ever witnessed in the history of all the anime villans...This pale Dude was really pale....His intentions were pale, His powerlevel was like trunks beating future zamasu, He also become a eagle later wtf was that design..His level of intelligence is truly commendable he is even smarter than saibaman from DBZ...He went into past to kill young Naruto when he already was strong enough to handle Sasuke.....(Sasuke without using sharingan that is...) Who knows..man Sasuke maybe lying cause he used super chakra Jutsu like Kirin in low chakra so maybe he was just playing...But again this vanilla dude was so clear of his objective yet he failed...He lost to a onetails naruto and Tired Boruto...

Yh but Hebi Sasuke did went completely charkraless after Kirin so there must be some high usage there...But sure your point seems legit
