He's weighing his options. As he said earlier, he wants to destroy the whole ninja system (tailed beasts included) and rebuild it so that nothing like what happened to the Uchiha can happen again. However, seeing Madara repent and everyone else expressing their desires to support Naruto has presented an alternative route to peace that seems viable. I think that the decision he will ultimately make will come down to a choice between separating himself from everyone and doing things his own way (like Indra/Madara) or abandoning his predecessors' mindset, deciding that Naruto, whom everyone admires and fights for, represents the end of the cycle of hatred. .
