The juubi is not at full power yet then right? Meaning he's still incomplete? Or is he complete but just not at full strength/recharged yet due to the lack of 8 and 9 tails chakra?

I'm just wondering whether what we saw was the true form of the Juubi or will he still evolve further as he gets to full power?

He's incomplete and will never be complete. If he was complete his body wouldn't change, but his power would increase even more.

If 8 and 9 tails were absorbed then we will see it's true form and it's power would be even more powerful.

Well its not the power equal to complete juubi.that juubi can destroy even this world.but now it only injured 8 tails and 9 tails coz 8 n 9 tails will never die and perish.
