the world was never scared of Orochimaru in the first place. He wasn't liked or anything like that, but no one wet their pants at the thought of Orochimaru. He was just kind of tolerated, especially in P2. Considering the fact that he got owned by Sharingan genjutsu multiple times and a spiritual sword, this isn't a surprise to the layperson at all.
