Kaguya used the same teleportation technique as Sasuke in his fight with Madara.
Just on a bigger scale because of her chakra reserves.

sasuke's ripple pattern is more like a rinnegan, with some tomoes.
this one doesn't have the same ripple pattern, and it clearly only opens on the forehead.
so i don't think so.
