The last panel seemed like it was drawn to keep Obito's transformation a mystery until the next chapter(s). Only time will tell!

I do think there has been some sort of fusion between the two of them, though. If there wasn't, he'd still be mortally wounded and on the verge of death.

I thought. that was Obito's jinchuuriki state. It's possible he used izanagi to stand up and survive Minato's attack.
