I always thought the City Marley was the antagonist but after re reading the Eldians kinda were dicks to them.

I'm confused but who is now the evil one?

Up to your perspective, at least for now. Marley are currently looking bad with that Nazi correlation, however the Eldians are just shrouded in mystery, them and their past, which is implied to be the main reason Marley hate them so much. According to Owl, both sides are twisting facts to their needs, and the truth is somewhere in between.

We don't know yet. We DO however know that Marley has freaking nazi Mads Mikkelsen on their side, so they have that going for them.
