Well obviously no one figured out who he was and Minato clearly stated that if everyone knew that Naruto was his son, Minato's enemies would undoubtedly come after him.

well its stated the older shinobi did know but were forbidden to speak to him or their own kids about it it was kept secret because it might make naruto cocky or make him go nuts depending all on how he took it so the parents and older shinobi didnt tell him or their own kids and because he had no parents he wasn't thought of as normal and with no one to simply teach him how to use jutsu when he was younger unlike the others whose parents taught them from the moment they could walk he was behind all of his classmates and was pretty much rejected for "lack of talent" which everyone see's now he is incredibly overflowing with talent but his family was kept secret for sole purpose of protecting him
