Probably this new power won't be under Super Saiyan category. One of the things that happened in Dragon Ball and I love it, when Goku spends his day living a normal quiet life while he's in Super Saiyan status before his match against Cell. If only he could do this with Blue. Imagine Goku from he wakes up in the morning until he goes to bed at nigh while staying in Blue status.
I don't think it's a transformation, it's a technique just like king kai fist..
I think people are getting confused because of the hair color, but not the style of the hair itself..
(There's a few distinct differences when it comes to transforming or just a technique)
SS SS2 SS3 we can see the changes in hair style as well as color..

There are only a few changes of his hair in base but one could still tell he's in a base state..
This new form with white hair is just a technique as Whis & the Hakaishins have all acknowledged..
So it's best to just say UI instead of SSW because technically it's not a SSJ..
