The amount of chakra,Kakashi can only created one clone to use anymore and He be close to death,He ones told Naruto. And He also ones said how amaze He was at Naruto being able to crated so many clones without Naruto experiencing lost of Chakra. Thats why it prohibited, your average Ninja would die from using up to much chakra it is a jounin level jutsu that only a few Jounin's can use.

Honestly, Kishimoto invented that because he NEEDED Naruto to be stronger quickly.
It's incredibly difficult to do character progression smoothly.

Shadow Clone Jutsu is not Forbidden, LOL watch the first episode again. That technique was in the graduation exam.
The scroll was the sacred scroll of the Village containing high level jutsu formulae.
Multi-Shadow Clone technique is a high level jutsu. But not everyone can use it with a low chakra reserve.
