Hiashi is the leader of the clan and as the leader he would know the secrets of the Hyuga clan, those secrets would include Otsutsuki knowledge, there's nothing to suggest she doesn't know what it means for her son to awaken the dojutsu

It does seem weird that out of all the new gen, she is the1 left out of the loop. Why they keep her away from most the scenarios is bothering me because she supposed to be a main character..

Toneri knows but he's an Otsutsuki. Hinata isn't an Otsutsuki, so it's questionable

It does beg the question of how Toneri knows though. I doubt there's some Ootsutsuki library hanging around with Jougan information intact, considering they didn't even keep Hamura's decree intact. I think, or rather hope, Hinata learned a few things from Hamura and passed it on to Toneri.

My new theory is Jogan is based Byakugan without veins to power up to full capacity. Anyway Jogan would be a yin eye if I'm right since it reacts to emotions etc.
