The viz and anime say he was. I don't know why people want to deny something about someone we don't even know
Sakumo's character doesn't make much sense, so being skeptical about him is only natural. Him being ridiculed for saving his teammates? With Hiruzen as hokage?

Hiruzen put people's lives before anything, and he would allow villagers to ridicule Sakumo? Yeah, sure.

Was probably just some bull****(the suicide thing) to make Kakashi's life story more tragic.

Weren't they only referring to Sakumo's fame, respect, not his power? Or am I mistaken?
Viz translation:

Minato: Kakashi's father is Sakumo, the genius ninja feared as The White Fang of Konoha. In his time, the "Three Great Shinobi" of Konoha legend paled beside him.

Growing up beside a man like that...it's hardly a surprise that Kakashi's standards for others are unnaturally high.

Obito: The White Fang...come to think of it, I'm sure I've heard of him. He's some hero who saved the village, and died in the line of duty. Funny, I've never heard Kakashi say a word about him.

Minato: He was a great man revered by everyone...including, of course, Kakashi. That is, until the incident...

Tbh after reading latest chapter, i start to believe Hiruzen failed as hokage as well. I thought he was different than Danzo, but latest chapter said he was one of those who ordered Itachi to kill his clan, so it shows that he wasn't that kind as we thought

It's never been a secret that he knew what Danzo was going to do. He wanted to take time to figure out a more peaceful way of ending their conflict, but Danzo pushed the issue.

Hiruzen was a failure as a hokage, he was a pushover. He let Danzo walk all over him. But his love for the village and the people in it is not questionable.
