Look from what we've seen and what we've read, there is no indication that rinnegan nor sharingan have the ability to control any of the tailed beasts that belong to hosts (jinchuriki's). Otherwise tobi wouldn't have needed to wait for kushina's seal to weaken to gain control. And madara would have just easily summoned kurama during the kage fight. However, they couldn't, so this only implies that doujutsu (sharingan and rinnegan) cannot control hosted beasts.... Let alone a perfect jinchuriki.
Now as for your linked scan of Nagato, 1) Nagato was very weak at the time, 2) Nagato underestimated Naruto and kurama the entire fight
And i don't recall tobi ever saying he could control it, only that he can become its host and with his increased chakra, project his eyes off the moon, that is it. Remember, the So6P didn't have control of it either, he only sealed it inside himself and then later split it up into 9 parts.
