I'm pretty sure someone commented either that there was all the Vice-Admirals in one place or that they had never seen so many VAs in one place. I'm looking for the scan to see which it is.

Also, the Government considers Dragon and a Pirate King their biggest threats. I'm pretty sure executing Ace fell under the category of protecting the world as well.

Vergo is already one example of that, he wasn't there because he wasn't introduced yet, therefore he was stationed elsewhere because the story demands it.

You don't need scans or proof for that, that is common sense. Oda can do all the foreshadowing in the world but you can't expect him to make up excuses why certain people who aren't even introduced were not present during the war. You have to understand that you need to leave that bit to fantasy. So you can say with near certainty that NOT ALL vice admirals were in the war, but they were needed 'elsewhere'.

You're severely underestimating the significance of both Ace's execution and the preparation of the war that was coming.

And it actually wouldn't be impossible or illogical for the Government to have gotten all of the VAs there. They were in control of when Ace would be executed. They could have just scheduled the execution on a date where they know enough time would be available for all of the VAs to get there. It only seems like reaching Marineford is impossibly hard because Luffy is a pirate who had to sneak in and chose to do so at the very last minute. Actual Marines would get in much easier, and much more freely.

And Vice Admirals being introduced in the story that weren't at Marineford could be easily explained. The same draft that made Issho and Green Bull Admirals could have made new Vice Admirals. Promotions, demotions, resignations, deaths; all of these can explain new VAs.

Matchups look pretty good, and yes Luffy needs to beat Teach on his own or I will be disappointed. And another thing, why is Akainu fighting Luffy and then Sabo afterwards? Is it because Akainu is out of his league, and EOS Sabo needs to be the one to avenge Ace by beating Akainu with the mera mera? I like that. Luffy will obviously be stronger than those 2 so that makes sense.

I especially like the Law vs Doffy part 2 fight. Law low diffing him also made me happy, Corazon would be proud. Zoro retaining his WSS title by cutting Diamond. Something I believe Mihawk will be revealed unable to do also seems awesome.

The only thing I see that may be wrong is the see is the plot, I think it should be flip flopped, WB said a war would happen after one piece is found.

Be pretty stupid writing for the greatest military power who reside amongst the top of the highest tier to not be challenging by the end of the manga. It's more fit for Dragon and his forces to handle the Gorosei, and the pirates the Marines.
