obito was able to whay he did because his chakra remained in the world at the time. So since he was in limbo to could do what the sage did and communicate in kakashi's conscious. But for him its a one time thing because with indra and ashura chakra mixing you get the sages chakra making contact with him allows him to appear either in the conscious or as chakra in the real world. Obito's chakra will not be able to appear again once its gone
