Obito was Juubi Jinchuriki and canonically the second person to come close to SO6P power. Obito doesn't have hagoromo's chakra, currently his chakra alone is close to hagoromo's chakra level because of being juubi jinchuriki in the past. If not at the same level but its clear that he still has a portion of it atleast. Remember he still had rikudou's senjutsu chakra that he absorbed from madara? People forget that he was also once a Rikudou sennin.
