no he doesn't have any yin or yang chakra or kk to do that with, the eye isn't as important as having the yin-yang nature release if one has that it is more likely for them to be able to do this technique then it is for a rinnigen user cause izangi although being based on this technique is not really the creation of all things, because izangi makes a moment of time seem like a dream but the creation of all things does the opposite which makes dreams reality. i personally think only a senju can use this tech because a senju has the sages body and the body is what mainly relies on a persons nature release abilities and that would give a person a yin-yang release. i made a thread a while back about how naruto would be able to use yin-yang release check it out:
