As I've already said, these exams aren't fun little games and competitions. These are exams to test which shinobi can effectively carry out a
life or death mission to defend their village and their people. There is no "spirit of the exams." Shinobi don't play by the rules in the field, they shouldn't play by any rules in a practical exam.
There are a lot of sports/competitions that can get you killed. Doesn't mean the participants should be allowed to cheat because of the risk. No one said new gadgets were inherently bad but it was to give them a level field in relative terms. Some people will have advantages anyway lines have to be draws somewhere.

Increasing scientific innovations will reduce the risk? What risk Boruto was facing in there but a loss? And if everyone is using more dangerous tools how would that reduce the risk? It's like saying add guns in a Karate competition to reduce the risk of a kick that may prove fatal.
On real missions anyone can provide them tools or they may bring their own. But before giving them anything it's better if it's known what they can do without one.

This isn't a ****ing karate competition, this is essentially Navy Seal graduation exams. Jesus christ. Ninja tools, science, ****ing guns all help a Shinobi protect their village and their country, so yes, they should be allowed in an exam designed to determine who can best protect their village and their country.
By restricting real advantages available in the field, this examination turns into a game, which is exactly what you can't get past. There is absolutely no sentence you should type toward me with the word "lose" in it, because losing is the product of a child's failure in a game, dying or allowing terrorism to wipe out your village is the product of a Shinobi's failure.
