She's not an Ootsutsuki. Uzumaki are only distant relations to the main line of Senju, and Hyuga have nothing to do with Hagoromo's line. Going by the logic that two very distant relatives making a child makes them an Ootsutsuki, you can say that about everyone.

Hmm Ashura and Indra are both the son of Hagoromo, they are both Ootsutsuki even though Ashura has no KKG, while Indra has a KKG.

Just because Boruto doesn't have a byakugan doesn't mean he doesn't have Hyuga blood, just like how Ashura is Ootsutsuki even though he has no KKG.

No one knows what abilites Boruto have, because his clothes were always new. Meaning he haven't done anything at all, the elements he used came from the scroll.
