Each person who learned the Rasengan aren't even in the same generation and ended up teaching it to the people who know it now. It's 5 people, three of whom exclusively use it. That's out of everyone in the series past and present. The jutsu is still a rarity.

I feel the same way. I mean her dress is like butt cheek level and she is 12 years old. Besides it's quite odd and way difference from her last outfit which was much more age appropriate especially for a character like Sarada. She's 12... Not 19
