kusanagi cant "pierce" rotation because its nota type of defense weak to piercing attacks. in fact, that's the type it defends most easily against

Enma and RDS was restricted, that's the only reason Neji should be able to beat old Hiruzen.

Even if you restrict Edo Tensei, Orochimaru can still beat Neji, but I do believe Neji would stand a fair chance against Oro with sealed arms. He wouldn't necessarily win, but he'd definitely give Oro a run for his money.
