Personally I think its because they are in fact unique mixture of Kaguya's prime legacy .... Kaguya's main hereditary powers through her sons are Byakugan, Sharingan/Rinnegan, The power of body and the Sinju's chakra .... Among those Bolt and Hima actually has the Body and a fraction of Shinju ie Kurama's influance from their father and the Byakugan's traits from their mother, which would mean their inheiritance is much more than just Kaguya's eyes and when we all know that when the two or more parted powers are brought together there is unexpected results (Hashi cells boosts Sharingan power, Shinju's chakra with the power of the eye can cause havoc etc) ... So lets see.

Naruto development in jutus stopped after pain invasion. You know when Naruto fought Orochimarue and injured Sakura he did want to use Kurama power. We saw Naruto trains under Kakashi instruction and under Yamato supervision nature transformation. Later he complete the rasengan and created Futon Rasen Shuriken . Than he learned Sage Mode. But he won against Pain, but he knew if want to fight Sasuke he have to take control of Kurama´s chakra.

They don't seem to display it in the movie, but so little is known about byakugan that it is too early to say whether they won't develop it, whether or not it can be activated/deactivated, etc. Could be drawing oversights for the small panel time they had in these chapters - who knows?

Also you can still use gentle fist without the Byakugan, you need it to see the chakra network which surrounds vital organs but if you know where the organ is then you can just Attack that so Bolt learning gentle fist and altering it so he can use it with punches then he can make a new style that does internal and external damages.

I think Konohamaru is going to be Blot's team leader so he should have training from Konohamaru, Naruto, and Hinata if anything. Shadow clone allow would help Bolt's skills increase fast and learn things faster normally.
