In Naruto's situation, he was always tiring himself out with clones so his physical body is still in tact.

I think people are not really looking at the context that clear. They are rivals who bicker like rivals do. Sasuke just said he hasn't surpassed Naruto yet, it doesn't mean he's inferior to Naruto or vice versa.

Agreed. I think Naruto has more raw power, but Sasuke is more skilled. Look at it like Goku and Vegeta. Goku has access to more ki, but Vegeta is the more skilled fighter.
