look at it this way. if you lift a dumb bell for the first time in your life im pretty sure you will be limited on how many you can do at a time. but the more you do it the easier it gets. And it gets to a point where it becomes more natural and requires less focus which in turn requirews less chakra. plothole solved.

Spam is a little much, I don't think he can spam it, maybe 2 or 3 times in a row but not all out spam... plus after using it multiple times in many different scenarios Kakashi must have gotten better at it from his first couple of times using it. I mean that's the point of practice, the more you do it the stronger you get.
