So Kabuto betrayed his Lord Orochimaru in the end?

He could have resurrected Orochimaru like Sasuke did when he got a hold of Anko. Instead he absorbed his chakra to further strengthen his Dragon Sage Mode.

Orochimaru himself said to Sasuke: "I never thought that you would be the one to resurrect me."

That means he expected Kabuto to.

So Kabuto wasn't the loyal follower of his Orochimaru-sama in the end. Just another guy seeking power.
