While Hashirama has had the spotlight , we have had no information on Tobirama's strength or reputation etc.
But we can gather some information from the manga which does suggest just how powerful he was.
Exhibit A :
Here we see that Tobirama as expected had fearsome chakra , he made everyone sweat and suigetsu even started to liquify , chakra this powerful has only previously been shown by bijuu and their jinchuuriki,nagato,kisame,madara,hashirama and gai or lee when opening the 8 inner gates.
And with chakra powerful enough to frighten someone upon raising their fingers clearly means that he can perform jutsu on the same power scale as Rasenshuriken with little to no fatigue.
Exhibit B :
He cracked a wall.... by placing his hand on it.
This proves one of two things:
-He was so skilled at water ninjutsu that he could absorb all moisture from an object
-His chakra is almost as powerful as Hashirama , whom also effortlessly cracked the building as seen here
although Hashirama's chakra may be leagues above Tobirama's , it is certainly second only to his from a shinobi(Rikudo Sennin not included),because nobody else has this feat.
Exhibit C :
"we are almost brought back to our full power", there is more in Tobirama's tank than we have already seen.
He could sense Madara from so far away and specify it was him , his sensory abilities are unparalleled, from this i believe his only contendor would be Mu in terms of the greatest sensor.
He will always be at an advantage against any opponent regardless of strength , if his sensory skills are as great or better than they make out to be , he would know every thing about the battle , and how chakra is being used for ninjutsu etc. and would easily be able to counter if he could/can.
He is also very confident he can go to battle and fight Madara , this suggests a few things:
-He is a dog that can bark , but cannot bite
-He is very overpowered
-Tobirama cares for the whole shinobi world and not just the village , implying he is very pure hearted and selfless just like his brother, many purehearted shinobi are very powerful e.g. Naruto,Bee,Hashirama,Hiruzen,Minato to name just a few.

i couldnt find the pages , but i do remember some other feats of his from his fight vs hiruzen when him and hashirama where very restricted.
And yet i have not mentioned Edo Tensei or his space time ninjutsu , even though we dont know it yet , seeing as minato compared it to his , it is likely to be teleportation via certain apparatus , which means he is ridiculously fast too.
so imho he is on par with Itachi MINIMUM

if he is the greatest aka strongest water release user , he is certainly more powerful than Trollkage or Kisame, and therefore Mu and Ei's father too, this backs up the fact he was confident to take on Madara , and can support the fact it is likely he is notNarutopedia said:
