Kishi is the one who specifically designed the Susanoo for Shisui....so it's canon now


OT: I think the answer is yes. It was said that Susanoo was rare even among the Uchiha, but that can also be attributed to the MS. Not every Uchiha had it, but those that did gained Susanoo.
