Sage did use the chakra from a fully powered Juubi, but he didn't use all of its chakra. Rikudou created the nine Bijuu using the Juubi's chakra, right before sealing it away.

Pretty crazy if you think about it.

Obito hasn't shown to possess all of the rinnegan abilities most likely due to only possessing 1 eye.

He probably can't even perform chibaku tensei; if he did, then yeah he could probably summon up someone close to the level of the moon.
