Yes, it has been confirmed, however it does not follow the manga, but rather an alternate timeline with Kaneki stuck in Cochlea (Ghoul Prison). Also, it's going to be 12 episodes long.

The story for season 2 will be written by Ishida himself. Meaning it's extra content, just set in an alternate timeline with Kaneki in Cochlea.
