Obito's and Konan's words already proved it. The absence of evidence is not the evidence of absence. And I've gave you solid arguments on why they can't use it. Waiting for you to argue against them.

To reiterate, Obito clearly admitted to not using them. Not to mention he used the strongest Path of them all easily, even with one eye. Obito wanted to use Human Path on Yamato. Madara used Chibaku Tensei of the Deva Path, and Preta Path while fighting Gokage.

Madara and Obito simply chose not to use Rikudou no Jutsu much.

My theory is that you need two rinnegan to perform chibaku tensei (madara and nagato). I also think only the original wielders of rinnegan can use an original jutsu (madara = limbo, sasuke = rinnegan shift) because obito wasn't able to use an original jutsu. So by my logic shinra tensei isn't original so maybe only those with two rinnegan can use it like chibaku tensei. So madara could but not obito or sasuke.
