Ino is not weak, she should be ranked based on her skill and expertise more than 1v1 with each of them that it how i rank my k10. She is excellent for intel and those things, this is where her power lies IMO she isnt horrible with combat either i guess.

I also do not believe HInata is the weakest.

It requires releasing chakra from all tenketsu points ( a great deal of chakra control) and spinning fast; i don't think she has it, maybe in future, but i don't see it happening...

People said that Kiba, Shino, and Sakura were weaker than her but since their recent powerups they can obviously take her. The only ones now that she may be able to beat are Ino and Tenten. And even then Ino managed to save the alliance by taking control of Obito and making the Juubi miss, and Tenten destroyed one or 2 of Kakuzus masks. So everyone has had their OP moments and Hinata...... had finally accomplished the 64 palm, a move that Neji surpassed with his 128 palm in part 1.

I disagree with the list, but i am just focusing in the main question.
When you say "weaker", you mean weaker on direct 1vs1 combat??? Well, if you do, Hinata isn't the weakest of K11.
Ino, is a great suppurt character, if not the best, she can heal, can use the mind-link, and she is a sensor, she has all the best supports that have been shown in Naruto. But her skills in a solo fight, are not many, Hinata can totally beat her with no difficulty.

There is no way she can beat Kiba or Shino. She can't block Kiba's 3 headed dog. And if Shino hits her once then giant bugs eat her from the inside out.

She can still block all chakra points on anybody She Hits like Neji did to Naruto in the chuning exam. Naruto is the only person to break out of it because of Kurama.

Kiba and Shino could always take her. Their recent power ups just makes it defiant. As could Sakura, minus the Chunin Exams where Hinata could have beaten her.

Shino doesn't even get enough panel time to even be RANKED

Choji with Butterfly Mode can beat Neji. Maybe even if he just gets bigger.
I think Shino can beat Neji.

Kiba wouldn't even need his giant dog form and Shino wouldn't need his giant bugs.

From what we've seen, nah. Shikamaru & Sai both have counters to Shino's "incredible jutsu"

I have always thought of Shino and Kiba as equals, they are both more powerful than Shikamaru but he can beat them by outsmarting them.

I can see Kiba being outsmarted but not Shino.

I rank them in all around ability not 1v1's, Ino has developed her skill more than Hinata has that's why I ranked her higher, Hinata can probably beat her 1v1 because shes not a combat type.

Hinata can and might become Kage level at the end of the series, I mean she started out being stronger than sakura so she can catch up if she tries to learn rotation and combine the twin lion fist with 64 palms.

its too difficult to put the K11 in order, but as far as the females go its pretty much inarguable
1) Sakura, (only because of her powerups)
2) Hinata, (until Sakura's powerups, #1)
3) Ino, (always stayed consistant)
4) Tenten, (absolutely useless , don't even try and argue)

OT, strength isn't just raw power, because when I think of the K11 in my opinion Shikamaru is probably around 4 due to his intelligence and analytical thinking. but when we're going by strength alone, Shikamaru is dead last when it comes to the guys haha

Nope. She has virtually no skills in a one on one fight compared to the others. Mind transfer is slow and can't turn and she hasn't introduced any new jutsu's that make up for this. Also, the only reason it seems to improve in speed is because, when the juubi attacked, Hinata helped her. Later, Ino got a buff from the cloak, which increases the effectiveness of ninjutsu over 3 times. She hasn't shown an increased speed by herself. She's fodder in 1vs1 compared to Hinata and TenTen.
