Well, if by always you mean after studio Pierrot started animating Naruto then yes.
Wonder when the hell they're going to switch studios.... the animation is just sad.

Well technically there are 4 different animation studios. Pierrot handle the better quality episodes, and the really shitty ones are outsourced to cheap studios.

For example the most recent episodes are:
453: Pierrot
454: Outsourced studio #1
455: Pierrot
456: Outsourced studio #2

458: Pierrot
459: Outsourced studio #4

Pretty much, the entire purpose of using them is to save time and money.

Every major studio does the same thing to some extent, but it's especially bad in long-running series.

Its ok there's no action in this episode it ends with Kaguya taking them to the lava dimension the action starts the epsiode after it
