I think he started the seal and then when he had the flashback( with minato and rin), he got a power boost both physically as mentally.

From the start he was forced to revive Madara,so he started reviving him,but then he had flashbacks of Rin and changed the seals into the sealing technique and sealed Juubi into himself,thus becoming the Juubis jinchuuriki =D
