He says something along the lines of "the fight was just to beat sense into Sasuke and he's looking to fight him seriously later" That does imply Naruto was holding back while it looked like Sasuke gave it all he had.....

He has nine Bijuu at his disposal, the only reason he didn't take down Naruto then and there was his arrogance, which ultimately cost him his victory.

Its just too much of an advantage. I do not know how anyone can say Sasuke is superior to Naruto after he had this ridiculous chance and still lost.

Take out the Bijuu from his hands and Naruto takes this. More experience with his powers, plus was restricted by his self imposed "no kill" rule.
