America has programs like HUD, Food Stamps and Medicaid but those services don't help the problem of poverty. It keeps it going somewhat.. which leads to people never leaving neighborhoods or what you called ghettos.

I'm not sure what country you're in, but the U.S. is certainly behind on safety nets compared to many "modernized" nations. And we also have the highest wealth inequality in the world which still continues to grow. The focus here is making the rich richer and the poor poorer.

If you're born into poverty, you're essentially trapped in a viscous cycle. It's very hard to get out of it.

That's exactly true in my country as well. Generally, if one has the possibility to move to a wealthier and more tranquil neighborhood, he takes it. And if one has the possibility but doesn't leave the ghetto, chances are that he's pretty much a boss in there.
