Rules:
1.You may have two tributes.
2.Understand that your tribute will likely die. I’m sorry, but these are KILLING games on live TV. Only one will survive.
3.I do not know which tribute will win. To make it fair, my own tribute character will not win. The decision will be made by me, unless I decide to post a poll to let people decide who. And don’t think that if I don’t like you, you’ll die or something. I will be fair to everyone, but I’m sorry if your character dies.
4.If you have made a ridiculously OP character, I will change them to make it fair. But please be considerate, don’t name your character Supercalafragicilist or something. And give them a fair weapon, fair strengths(I don’t wanna see a weight-lifting 12 year old -__- just no.)
5.No magical abilities,like super-speed etc. Your characters are regular humans.
6.NO GUNS.No exceptions.
7.If you don't give detail about your characters,I'll have to make everything up.
Districts:
Upper Districts
District One
Nearly all of the Capitol's luxury items are made in District One. The people of this district are rarely hungry, and they train their children to compete in the Hunger Games, therefore all district 1 tributes are skilled in fighting.

District Two
District Two specializes in medicine; their doctors are some of the best in the country. Their techniques are passed on to the Capitol's own doctors. The district two tributes are excellent medics, but not so skilled fighters.

District Three
Factories, manufacturing, technology; that's all District Three. This district is large and dotted with the high-tech factories; the only issue is that pollution can sometimes be rather bad. These tributes have skills all around, and don’t really have a specialty.

Upper Middle Districts
District Four
The citizens of District Four are all serious fishers; give them a fishing pole and they'll come back with a truckload of fish. Most of this food is shipped to the Capitol; but they have more than enough left for themselves. District four tributes are skilled with spears, and are more than capable of finding food and water.

District Five
Animals are found abundantly in District Five; the residents specialize in breeding and selling them. They are born with a deep understanding of wildlife. These tributes are very likely to survive long in the wild, but are not very skilled fighters.

District Six are the scientists of the country; discovering new remedies, uncovering explanations for the country's problems; it's all them. Tributes are excellent at sustaining themselves, but like district 5, they are not very skilled fighters.

Lower Middle Districts
District Seven
If you happened to come across District Seven, you would come across construction to the highest extent. These citizens are good with a hammer and nails. Tributes are good at melee combat, but have no survival skills and rely on others and spying to get food and water.

Cotton is grown in District Eight, and sheep are raised. Why? Because these people are weavers, and speacialize in producing clothing for the Capitol. Tributes don’t specialize in a single element, but are okay doing everything.

District Nine are hunters, but they are only permitted to hunt strictly within their district limits. Anywhere else is prohibited. Tributes from here are skilled with bows and arrows, and hunting knives. They are also good at camouflage, and setting up traps and snares, and they are stealthy and good at stealing.

Lower Districts
District Ten
District Ten citizens love mathematics, and is the only district besides the Capitol that interact with foreign countries, through trade and negotiation. Their district lies on what was once called the Missisippi River, and boats carrying goods traverse it. They are very persuasive, and can get almost anyone to ally with them(if they don’t get killed first).

District Eleven
District Eleven is entirely agricultural, dotted with orchards, feilds, and the like. Most of the food grown is given to the Capitol. They have a huge knowledge on plants and animals, and never starve or die of thirst. They however, cannot fight.

The last and final district, Twelve, are coal miners. Their district is normally the hungriest, but they get by. The coal they mine is mostly given to the Capitol as directed. The tributes here are well-rounded, as most learn to hunt for food for their family, and learn how to distinguish plants(edible and nonedible).
