ehhhh who knows. my guess, perhaps naruto would have not been the same story. like in the beginning of part one naruto was projected to be a talentless ninja who had to work hard. if he was raised by hiruzen, a hokage, he would have been an elite ninja early on in the series. though it would make the series interesting to have seen it in a different light, it would not be enjoyable to see him start off with talent.

Both jiraya and Hiruzen are *******s. Jiraya certainly got the key and info that minato left him, he should've returned to the village to look after Naruto, he was supposed to be his god father for goodness sake. And Hiruzen could've raised Naruto personally, being Hokage isn't an excuse because he also raised children. Hiruzen could've given him to a nice family to raise him, like whoever Konohamaru's family is (they could've grown up as brothers), or Shikaku could've raised him Shikamaru or something.

And then you have Kakashi, he was probably the closest to minato before his death. Yet he didn't interact with Naruto at all until he was 12. They're all sucky people imo, Naruto had every right to feel all that hatred.

Hiruzen didn't have time to raise him personally as he was the Hokage. His relationship with Asuma wasn't so great either. Secondly, no family would have wanted to raise him. Remember, they just saw him as the Nine Tails container. Despite how people feel on how badly Hiruzen raised Naruto. Naruto has nothing but respect for him and truly admired Hiruzen. That should be enough.
