Well you have the draw the line of demercation somewhere. I mean with that said who do you think would win in a fight between the 3rd and the 4th? You mean the 3rd has a counter for jinton? you mean the 4th has a counter to a tailed beast chakra and his 3 finger attack? You can argue this back and forwards with conjecture.
