Not quite, check again. Ay moves after Amaterasu was cast while Sasuke moves before it was cast. We see Sasuke moving first and then we see Itachi's eye open.

But I'll just reiterate, Sasuke saw Itachi's eye open and immediately began to move. Ay had the flames already spawning on top of him before he moved.
And I think you underestimate Sasuke's Amaterasu compared to Itachi's. Sasuke does not have Tsukuyomi, only Amaterasu and then Enton (I think that's what it was called). Enton controls Amaterasu to a much higher degree than straight Ama. So, arguably, even though Sausage just learned Amaterasu, it's still stronger/higher caliber than Itachi's, because Itachi's eyes were centered around Genjutsu, not Ninjutsu. Or, if they were balanced, then Itachi spent more effort trying to refine Tsukuyomi than he did Amaterasu.

sasuke could not even follow killer b's speed let alone be close to Ay's speed

no there is a difference here.. sasuke moved just as itachi activated the technique.. this is likely due to the fact sasuke has sharingan and can see the subtle hints of when itachi goes to use the technique.. and considering the amount of veins in itachi's eye its not surprising sasuke noticed somethign so quickly and moved before the technique had actually set off..

in ay's case because he does not have the sharingan he did not notice this subtle hints but noticed and dodged when the black flame had actually spawned but had not yet developed..

so ay's speed is still higher than sasukes

Sasuke is definitely faster than V1 Ae but slower than V2 Ae. His speed is quite high, but Sasuke does have the reaction rate for it as he covered his Susano'o with enton before he could hit it.

Though the examples you have used are not valid. Could have been better.

either way itachi still casted amatersu on sasuke and appeared to burn half his body.

so that shows that he was trying to hurt him or test him in a deadly fashion

Sasuke does have Tsukuyomi. Normal sharingan genjutsu doesn't cause pain or have the inverted grayscale. Also the OP was referencing Ay v1

He couldn't react to Bee properly, as he was severely injured from his previous fight. That was a 'HUGE' factor.
