Unfortunately neji died before naruto could use his talk no justu that technique won't work on dead people.

Neji got impaled through vital organs...no coming back from that. Shikamaru just got most of his chakra drained, and pushing more chakra in would keep him alive.

Also Shikamaru really needs to live because he's one of the manga's best characters. He's almost a main character unlike Neji, and he has to be around to lead the next generation with Naruto.

Chakra supply replenishes chakra; medical ninjutsu is different...
But the thing is; Why Naruto did not deliver chakra when allience arrived, but he starts of dealing when Neji dies. Is it a part of learning molding chakra further; i think not.

And if you ask me "why Sakura waited team 7 to become complete to form the seal instead of when she arrived thus summon the slug for healing people at the most needed time" i really do not have an answer to this.
