How the hell does that translate to you saying:
"PS > Bijuu; According to Madara."

I broke it down for you in color. The green is what Madara begins his overall statement with(The overall statement is PS = A Bijuu). That means start at green. We then follow it, until we hit the red, "This". "This", is what Madara uses to compare the two things; the bijuu's power, and the power to break all creation. The power to break all creation is in blue. If you read it from Green, to red, and to blue, you can easily understand the comparison he's making. He is in no way saying one is stronger than the either, however he is comparing the two.

We can now say the overall statement, which shows the conclusion the class now understands.

Only the bijuu have power comparable to this; the power to break all creation.

It could easily be a bad translation.

Madara was speaking of the power of the susanoo slash. He was basically saying that only bijuu are capable of that level of destruction. But, yeah if one slash equals one bijuudama then by power alone PS=Bijuu
