Kishi just focuses on Madara and then cuts him off to give Kaguya plot. It should have ended on Madara. Or Kaguya should have been in Naruto and Sasuke's consciousness and explain her story on being evil.
I see what you are saying. What I would have done is have kaguya be the "voice" that guided Madara in his master plan once he unlocked the Rinnegan and brought down the gedo Mazo. As soon as he connected with it, she should have been a voice in the shadows popping up every now and then to guide Madara down certain paths like she did when she told him to abosrb the tree.
Then when she finally made her appearance or when Madar 1st brought her up it wouldn't seem like she was just added to get rid of Madara but some stronger god like precense who has been pulling the puppet master's strings the entire time.
I get it, but fact of the matter is it's Kishi's work and forwhatever reason (probably on a deadline to end it) he isn't really taking his time with this so we just have to make due until the end.
