So does Tobi have Tsukuyomi?

From what i know Tsukuyomi is a MS ability that only Itachi can use ( from what we have actually seen ) and apparently Sasuke can use it too. MS abilities vary from Uchiha to Uchiha. So how is it that Tobi has it?

He says it there that he will create a Infinite Tsukuyomi. He has to have to have the ability to use that genjutsu to reflect it off the moon.

So what im asking is does this hint to the theory that he is Sasukes/Itachis father ( which is a theory i do not believe ) and that MS abilities are somewhat passed down ( this i believe ) OR does it just mean that any Uchiha can use any MS ability is they unlock it / learn it?

Tobi knows sharingan well. He might knew how to use it too. Besides if he become juubi no jin he can ST whole world and trap every one in his pocket dimention

I do not think he has Tsukuyomi like Itachi does but he probably has some tricks in his sleeve
