Well, it hasn't been shown that he can't deactivate the tomoes so we can't say for sure he can or cannot, whereas it's been shown the tomoes can leave his Rinnegan.

But the reality is naruto rusty but sasuke improved quite a bit.

So this equal thing is not to be hold as a fact anymore

Wrong, this is not about rustiness, it's about power control. Sasuke got the Rinnegan, Naruto got RSM. The powers are linked to each other so if one stays the other stays also. The thing is both have improved in control of their powers to use lesser versions of the Rikudou power.

For Sasuke it's tomoeless Rinnegan, for Naruto, it's using RSM without Tomoes on cloak and lack of Gudoudamas.

Kishi is not showing us the full power of RSM, cause that will be saved for the end fighting scenes of Gaiden.

After all, Naruto always steals the show in the end.U_U

Kakashi conveniently pulled a Perfect Susano'o out of thin air. Should I believe there is a possibility he was practicing Susano'o somehow off-panel?

Naruto still has hogoromo's power. Already proven when he had no sage markings around his eyes. When he needs to, he'll use his full power. But that fact that sasuke has his Sam rennigan only adds more fuel to the flame. He literally has to jave his same powers or the sage would literally be the dumbest character in the entire manga.

Naruto has kurama chakra. In such he has variant of Hagamoro power... So.. Make do with what he has..same go with Sasuke...if he still had six path he would be able to spam rinnegan as if it was none thing at all without any drawbacks... But he just got this own power an have to wait it out.... Longer period of time..
