I think he can.

He had Minato level reflexes in his slowest form KCM (reflexes still count as a form of speed)
Got almost immeasurably faster after achieving BM, where Kakashi thought he was Minato who used instant teleportation
Then he got BSM which upped his stats by another immeasurable amount, fighting alongside 2 other teleporters
Then RM Base Naruto came in and stomped
And BSRM Naruto showed up and I don't even know how fast the this man is actually moving anymore.
