So does everyone agree Kaguya was the worst character in the series?

Well, to me it's very obvious that Kaguya was merely a plot device to remove Madara. Kishimoto has made Madara too powerful, and as he said, without any weakness and he doesn't know how to get him defeated. So he thought the only way to "fix" this is to make black zetsu turn out to be some black goo monster child of this ancient goddess and have him betray and backstab Madara (because everyone would suspect the person you trust the most and worked with for many years to stab you in the back. Not) to get rid of him, then Kaguya came and yeah, in my opinion, she was just awful, barely any personality, can't think for herself, got sealed quickly, had the most bizarre reasons to create some army and make the world her nursery that haven't been explained to this day and what not.
So yeah, one of the worst characters, in my opinion, even though she was a total plot device.

Well being "The mother of all chakra" yet being owned by two ninja who according to her are "Scattered Chakra" not sure if being the mother of all chakra gives her all techniques and such like her son but if so then she shoulda soloed team 7 neg diff but guess being sealed all that time didn't do her any good buuuuut no she isn't the worst *cough* Sakura *cough* lol...

She could have been much better. It was a disappointment, but I wouldn't call her the worst though. Just when she was actually beginning to talk more on her own she was sealed. She was hyped up too much as this "all powerful goddess" but Kishi couldn't even properly show it.

I once felt the same way but then i thought about it. Although she was the mother of Chakra. She wasn't a trained developed ninja. So she lacked the skill-set to match her power. Remember during her time she was the only one with power. No need to know how to fist fight when your the only one in the room with a gun. Now her lack of personality and story motivation dropped her way low on my list. Just above *cough* Sakura *cough*.
