That isn't 100% confirmed. Every Ootsutsuki we've met was influenced by the Chakra Fruit in some way, so there's no way to tell if they're all born like that or if the Fruits give them those features.

But the mom of Indra and Ashura was from Earth that's why they didn't have horns.

Otsutsuchi have randomized biology, most have horns some don't. The ones with horns seem to stem from royalty. The ones without may be peasants. For example the ootsutsuchi on the moon majority did not have long horns if horns at all. Sonce the society would mainly be interbred the horn gene would be dominant but it wasn't prevalent as all notable otsutsuchi on the moon had a byakugan. Apperently the bigger the horns the more connected to royalty one is unless you bred with another creature then it may be diluted so the horn gene must be recessive then I assume

the databook stated no such thing...the only thing it stated was that the otsutsuki came to earth in search of the chakra fruit...they did not have to migrate to earth at the same damn time.
