We can't tell. As expected tho, it wasn't completely from him (Boruto), he needed someone to meet the "reqirements" to awaken it or to just straight up give it to him.

Nope. Salty stans pushing their fanfiction isn't fact. It's only said he did something to him, which could just be awakening the jougan, not giving it to him.

one toneri doesn't even have the tenseigan anymore, whether he is still a RS (Yang path) is another question.
I don't think he has So6P powers as his/Hanabi's tenseigan wasn't completely finished - swirling and blue instead of a radiant yellow gold with stable flower/star pattern - and we see it vanish and return into a normal byakugan.
Since Boruto is the son of the chakra carrier of both Hagoromo and Hamura, the Jougan is his.
Toneri might have just influenced its awakening, much like Boruto influencing Hamiwari's byakugan awakening.
